New Public Management di New Zealand: Sebuah Pembelajaran Keberhasilan Reformasi Sektor Publik

Abstract


Fokus penelitian ini menggambarkan proses reformasi sektor publik di Negara New Zealand pada tahun 1980 sampai dengan tahun 2000. Teknik analisis data yang digunakan ialah analisis deskriptif kualitatif dengan mengkombinasikan penelitian kepustakaan dan menelaah data sekunder sebagai metode pengumpulan data. Untuk keluar dari krisis ekonomi pada tahun 1984 pemerintah menyakini dengan menggunakan kerangka kerja New Public Management yang radikal dan agresif. Hasil pelaksanaan keberhasilan reformasi sektor publik di NZ meliputi: (1) Sistem regulasi yang komprehensif dibutuhkan sebagai dasar dalam mengawali danmengakselerasi pelaksanaan reformasi sektor publik; (2) NPM dijadikan ideologi atau semboyan oleh pemerintahan untuk terus di doktrin kepada masyarakat dalam mereformasi sektor publiknya. Dimana pelaksanaan reformasi sektor publik yang radikal dan teknokratis dan di dorong oleh pengimplementasian teori ekonomi (marketisasi dan privatisasi); (3) Implementasi akuntabilitas sektor publik yang komprehensif yang mengadoposi dari sektor privat (sistem akuntansi akrual) menjadi hal pendorong kesuksesan reformasi sektor publik NZ yang cepat. Ketiga hal tersebut juga ditopang dan didorong oleh komitmen dan sense of crisis dari seluruh entitas bangsa yang menyakini reformasi sektor publik harus dilakukan dengan radikal, agresif, dan teknokratis.
